Recreational Sports Advisory Board Bylaws
Article I: Name
This board shall be known as the Recreational Sports Student Advisory Board of Oregon State University.
Article II: Purpose
The Recreational Sports Student Advisory Board serves the following purposes for the benefit of Oregon State University students:
- Review and make recommendations regarding the proposed annual budget of the Department of Recreational Sports.
- Recommend to the Department of Recreational Sports budget manager the student fee amount required to support the annual budget request.
- Recommend any fee change for the upcoming fiscal year to the Associated Students of Oregon State University Student Fee Committee.
- Review programs, services and facilities and make recommendations to staff to support and enhance student well-being and success.
- Advise the Department of Recreational Sports on needed additions or improvements to recreation facilities.
- Serve as a sounding board for unit leadership.
- Serve as a liaison between ASOSU, the Student Fee Committee and the department.
Article III: Board Membership
Section A: Eligibility
- All currently enrolled Oregon State University students paying incidental fees are eligible for nomination and appointment.
- Membership selection is guided by Oregon State University’s commitment to equity, inclusion, justice, civility and respect.
Section B: Method of Selecting Members
- The board is selected through open application and recommendation processes.
- The board consists of twelve student voting members and four faculty or staff voting members.
- Voting members are selected by an appointment committee overseen by the advisor.
- At-large student members must apply through an open application process.
- At-large members may not be elected ASOSU officers holding executive leadership positions.
- The appointment process must be completed and approved by May 1.
- New members take office on June 1 and serve through June 1 of the following year.
- Vacant student seats are filled by the executive committee.
- Faculty or staff vacancies are filled by the unit director, budget manager or designee.
Section C: Composition of Student Members
- Two undergraduate at-large students
- Two graduate at-large students
- One undergraduate recommended by University Housing and Dining
- One undergraduate recommended by the Educational Opportunities Program
- One undergraduate recommended by International Student Advising and Services
- One undergraduate recommended by Grant Funded Programs
- One undergraduate recommended by the Center for Fraternity and Sorority Life
- One undergraduate recommended by Disability Access Services
- One student employee of Recreational Sports
- One representative appointed by ASOSU
Section D: Faculty and Staff Members
- Two at-large faculty or staff members
- One faculty or staff member from Student Affairs
- One faculty or staff member from the College of Public Health and Human Sciences
Section E: Ex Officio Members
- The Director of Recreational Sports
- An advisor appointed by the director
Section F: Revocation of Membership
- Members with two consecutive unexcused absences may have their membership reviewed.
- Membership may be revoked by a two-thirds vote of the board.

Section A: Officers
- Chair
- Vice chair
- Student Fee Committee representative
Section B: Powers and Duties
Chair
- Presides over meetings
- Represents the board as requested
- Prepares meeting agendas
- Serves as liaison with other advisory boards
Vice Chair
- Acts for the chair as needed
- Serves as liaison with unit staff
- Initiates special projects
Student Fee Committee Representative
- Represents the board on the Student Fee Committee
- Leads annual budget presentations
- Maintains eligibility requirements for committee service
Section C: Elections and Terms
- Officers must be students in good academic standing.
- Elections are conducted by secret ballot.
- Officers serve one-year terms.
Article V: Organizational Structure
Executive Committee
- The chair, vice chair, Student Fee Committee representative and advisor
Committees
Standing and ad hoc committees may be formed to liaise with recreational sports program areas.
Article VI: Advisor and Ex Officio
Advisor
- Provides support and guidance to the board
- Attends all meetings
- Has voting authority on the executive committee
Ex Officio
The Director of Recreational Sports serves as an ex officio member.
Article VII: Rules of Procedure
Attendance
- Members are expected to attend all meetings.
- Excused absences may include academic, medical or university-related obligations.
Meetings
- Meetings are held monthly during the academic year.
- Special meetings may be called.
- Meetings must be publicly posted at least 48 hours in advance.
Quorum
A quorum consists of a simple majority of voting members.
Minutes
- Official minutes are prepared by departmental support staff.
- Minutes are distributed before the next meeting.
- Approved minutes are available to the public upon request.
Article VIII: Amendments
Bylaws may be amended by a two-thirds vote of the board at a meeting with quorum.
Article IX: Effective Date
These bylaws became effective April 26, 2021.
